Steve is a Partner in the firm's dispute resolution department, based in Singapore.

Steve handles complex construction and engineering matters. He represents developers, contractors, engineers and architects in public and private projects, particularly in the infrastructure, power and commercial development sectors.

Steve's practice has spanned across Europe and Asia for many years, and he is well versed in infrastructure disputes in Asia. Steve specialises in International Arbitration conducted under all major institutional rules and seats. He is also experienced in litigation in common and civil law jurisdictions, and adjudication.

Steve is a member of the Society of Construction Law. He is regularly invited to speak at industry wide conferences.

Recent Experience:

  • Recently acted for a government body, defending a €300 million ICC arbitration involving a motorway and tunnel project in Central Europe. The case involved multiple disciplines of complex expert evidence, from tunnel excavation design and construction to geological ground movement.

  • Recently acted for a design and build contractor in a complex LCIA arbitration relating to the testing and commissioning of a data centre. Significant liquidated damages (€32 million) had been incurred and levied against the contractor. A significant extension of time claim was presented in arbitration involving complex delay related matters. The award is pending.

  • Currently advising a Hong Kong based client on liability issues arising out of the discovery of a defect in the concrete foundations of two high rise residential tower blocks. Significant liquidated damages have been levied.

  • Advising and acting for the design and build contractor engaged to construct a new development at Hong Kong International Airport in respect of the contractors entitlement to an extension of time arising out of various acts of prevention perpetrated by the Employer, COVID-19 related delays and the recent civil unrest, resulting in the award of substantial extensions of time to the contractor.

  • Advising an architect engaged to design certain parts of the HS2 rail link in the UK. The project was terminated by the UK government, resulting in significant losses for the architect who was required to terminate staff at short notice. We are advising on a claim for damages against the government.

  • Acted for the contractor on a high value claim arising from allegedly negligent design of an energy from waste plant in the UK. Claim settled pre-arbitration

  • Significant experience acting on multiple litigated and arbitrated building safety related defect claims in England and Wales.
