Penny serves as the Country Head for the United Kingdom and is a Partner and Cross Border Group Co-Head of our International Financial Services Regulatory practice.

Penny has been at Simmons & Simmons for over three decades, beginning as a trainee and evolving into a trailblazing career. Her exceptional leadership and expertise have shaped the firm’s regulatory practice, now the largest in the City, and earned her recognition as a trusted adviser to boards, C-suite executives, and senior general counsel. Penny has also been named in the prestigious Financial News' 50 Most Influential Lawyers 2025 list which celebrates outstanding leaders in management roles at top-tier law firms and practices. Penny’s influence extends beyond the firm, with her active participation in industry working groups including the Kings Trust and until recently her role as a trustee of Surviving Economic Abuse (SEA), the UK’s sole charity dedicated to raising awareness of economic abuse.

As UK Country Head, Penny collaborates closely with Managing Partner Emily Monastiriotis and Senior Partner Julian Taylor to drive the firm’s vision and strategy. Her leadership is defined by three core principles: clients, people, and innovation. These values underpin her approach to delivering exceptional service and fostering a culture of excellence.

Clients: A Trusted Adviser Penny’s client-centric approach is evident in her extensive experience advising on UK and EU regulatory matters, including governance, conduct risk, and culture. She has been instrumental in guiding clients through complex frameworks such as the FCA Consumer Duty and the European retail investment strategy. Her ability to anticipate and address client needs ensures she remains a trusted partner in navigating regulatory challenges.

People: Empowering the Next Generation Penny is deeply committed to nurturing talent and fostering inclusivity. She established the firm’s Strategic Advisory Council, a shadow executive board designed to empower the next generation of leaders and provide a platform for innovative ideas. Her leadership has also extended to chairing the firm’s Remuneration Committee, where she championed diversity and professional growth.

Innovation: Shaping the Future of Regulation Penny’s forward-thinking approach is reflected in her contributions to the regulatory landscape. She has advised over 150 financial institutions on MiFID2 implementation and led the development of innovative tools like MiFID2 Manager. Her strategic insights have helped clients navigate Brexit transitions and adapt to evolving regulatory requirements, ensuring they remain resilient and competitive.
