What's happening?

The UK’s new trading relationship with the EU, under the EU-UK Trade and Cooperation Agreement (TCA), represents a fundamental shift in the EU-UK relationship. But it does not deal with the UK listing, transparency, and prospectus regime. So the UK implemented the changes it had proposed if there was a no-deal exit.
