Simmons & Simmons advises on Paddington Over Station contract

Simmons & Simmons has advised Platinum JV on a major design and build contract for the Paddington Over Station Development.

International law firm Simmons and Simmons has advised Helical plc and the Transport for London/Places for London joint venture (“Platinum JV”) on the signing of a major design and build contract with Mace for the Paddington Over Station Development.

The 19‑storey commercial office development, which includes retail space, will be constructed directly above Paddington Station, one of Europe’s busiest railway stations and its taxi rank. This complex and high-profile project forms part of the Platinum JV’s “Platinum” portfolio, which includes the Bank Over Station Development at 10 King William Street and the Southwark Over Station Development, on which we are also advising.

Led by Partner Marianne Toghill, supported by Amy Bristol and Caitlin Barlow, our team negotiated and drafted innovative, market leading provisions addressing construction risk allocation in respect of the existing station structure.

The building will deliver exemplary environmental credentials and wellness facilities, supporting the Platinum JV’s strategy to meet demand for best-in-class office space. Execution of the design and build contract follows our advice on the construction aspects of the development financing arrangements entered into with PIMCO, which completed in February 2026.
