Julien has been advising for over seven years on matters regarding general administrative law and public economic law, as legal advisor and litigator. His practice focuses especially on public contracts and public bodies financing.
He is author and co-author of several articles and factsheets regarding the bond financing of local authorities/public bodies and the management of loans considered as “toxic” in a French legal review (JCP).

- advising a private consortium/holder of a PPP contract for the setting up of a high-speed network on the territory of a French Region in the context of the follow-up/execution of the PPP contract
- advising a consortium regarding a negotiated procedure for a public service concession pertaining to a heating and cooling network of an important French local authority.
Before joining Simmons & Simmons in February 2014, Julien worked as an associate in several international law firms.
Julien has a Master in Public Business Law, an LL.M in European Union Law and Policy from the University of Manchester, and a Master 2 in European Litigation from Paris II Panthéon-Assas.
Julien qualified in France in 2009.
