Muneer heads the firm’s award-winning Middle East financial markets and financial services regulatory practices, in addition to our international Islamic finance practice. He is also a member of the firm’s international FinTech team. He specialises in financial services regulatory matters and advises both regional and international financial institutions and asset management groups on a wide range of regulatory and transactional matters. In particular, Muneer helps international banks and asset management firms to navigate complex cross-border regulatory issues relating to the provision of financial services, including structuring and licensing issues, across the Middle East and the wider regions. Muneer also has significant experience and has recognised expertise in structuring a wide range of complex and innovative funds, financial products and services. Muneer has experience of advising large family owned groups on the development of investment platforms and governance structures. He has also advised a number of governments on major regulatory reform initiatives.

- advising several government bodies, including regulatory authorities in Kenya and Indonesia, on significant financial services related regulatory reform projects
- advising international and regional asset management firms on structuring and launching many different types of funds, including both offshore and onshore, with asset classes ranging from real estate, private equity and listed equities and subject to various compliance frameworks, including Shariah and ethical
- advising a large number of international financial institutions and asset management groups on their cross-border regulatory compliance policies and guidelines in relation to financial services, sanctions, AML and anti-bribery and corruption
- advising financial institutions, asset managers and multinational corporations on internal and external investigations relating to financial services regulation, sanctions, AML and anti-bribery and corruption.
Muneer joined Simmons & Simmons as a partner in 2006. He was previously based at another major international law firm in London. He is based in our Dubai office and a member of the firm’s Financial Markets Department.
